Bill 3-21, Special Taxing Area Laws - Silver Spring Business Improvement District - Established
The joint GO and PHED committee will review Bill 3-21, which would establish a business improvement district in Silver Spring. The bill would establish guidelines for the district, authorize a district corporation, and authorize a tax on nonexempt property located in the district to finance the operations of the district corporation. The goal of this bill is to improve public services and facilities in the Silver Spring Urban District.
Councilmember Riemer and Council President Hucker are the lead sponsors of Bill 3-21. Councilmembers Friedson, Katz, Navarro and Rice are cosponsors. Those expected to attend and provide information include Reemberto Rodriguez, Silver Spring Regional Services Center director, Steve Silverman, representing the BID applicants, Theo Holt, Office of Legislative Oversight (OLO), Stephen Roblin, OLO, and Gino Renne, UFCW Local 1994 MCGEO.

Declaration of No Further Need - Disposition of Halpine View Real Property
The joint Committee will review and is expected to vote on a resolution to approve the disposition of the County-owned property located at 13001 Twinbrook Parkway, 5508 Dowgate Court, and 12813 Twinbrook Parkway in Rockville to construct new housing units including affordable housing. The Halpine View property is included in the Veirs Mill Corridor Master Plan which recommends maximizing residential development. The nearly two-acre property that is the subject of the Declaration of No Further Need was dedicated to the County for a roadway that was never constructed. The County property cannot be abandoned but rather must be disposed of through the County’s disposition process.
