Public hearing on special appropriations and Expedited Bill 21-21, Fire and Rescue Services - Length of Service Awards Program for Volunteers – Amendments

For Immediate Release: Tuesday, May 18, 2021

The Montgomery County Council will conduct a public hearing and is scheduled to vote on the following special appropriation on Thursday, May 20 at 10:30 a.m. The deadline to sign-up is May 19 at 5 p.m.:

Special Appropriation to the FY21 Operating Budget Montgomery County Government, Department of Health and Human Services Asian American Health Initiative COVID Response, $250,000 (Source of Funds: General Fund Reserves); and Amendment to the FY21 Operating Budget for the Montgomery County Government, Resolution 19-472, Section G, Designation of Entities for Non-Competitive Contract Award Status: The Primary Care Coalition.

On May 20, the Montgomery County Council will introduce a special appropriation to the FY21 Capital Budget, Montgomery County Government, Department of Transportation: Resurfacing: Residential/Rural Roads - $409,000. Source of Funds: General Obligation Bonds. A vote is tentatively scheduled for May 27, 2021 at 10 a.m.

The Montgomery County Council will conduct public hearings on the following special appropriations on Tuesday, June 15 at 1:30 p.m. The deadline to sign-up is June 14 at 5 p.m.:

  • Special Appropriation to the County Government’s FY21 Operating Budget: Department of Housing and Community Affairs - $2,900,000 for Montgomery Housing Initiative (Housing Initiative Fund). Source of Funds: Designated Reserve for Affordable Housing.
  • Special Appropriation to MCPS FY21 Operating Budget - $995,984 for Governor’s Emergency Education Relief II Fund. Source of Funds: Federal.
  • Special Appropriation to MCPS’ FY21 Operating Budget - $251,233 for Early Childhood High-Quality Inclusion Policies and Practices Grant under the Individuals with Disabilities Education Act, Part B Grant. Source of Funds: Federal/State Grant.
  • Special Appropriation to MCPS’ FY21 Operating Budget - $3,964,162 for Title I, Part A Grant. Source of Funds: Federal/State Grant.

The Montgomery County Council will also conduct a public hearing and vote on the following Expedited Bill on Tuesday, June 15, at 1:30 p.m. The deadline to sign-up is June 14 at 5 p.m.:

Expedited Bill 21-21, Fire and Rescue Services - Length of Service Awards Program for Volunteers – Amendments, would increase the amount of the length of service benefits to certain local fire and rescue department volunteers; provide points for activities cancelled due to COVID-19 in the length of service benefits to certain local fire and rescue department volunteers; and generally amend the length of service benefits program for certain local fire and rescue department volunteers.

NOTE: During the Covid-19 state of emergency, the public is not able to be physically present in the Council Hearing Room. Residents who would like to call in to testify at a Council public hearing need to preregister on the Council's web page at https://www.montgomerycountymd.gov/council/calendar.html . Once the public hearing sign up request form is submitted and the public hearing list is created, individuals will receive separate confirmation notifications that include the appropriate phone number to call for the public hearing.

Community members also have the option to provide audio, video and written testimony to the Council using a recently developed online testimony form on the Council's web page which can be found at https://www.montgomerycountymd.gov/COUNCIL/PHSignUp.html . The testimony provided with the online option carries the same weight as testimony given at a public hearing. Councilmembers consider all comments as part of their deliberations.
