The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

Oct. 25, 2022 at 1:30 p.m.

  • Special Appropriation #23-27 to the County Government’s FY23 Operating Budget, Montgomery County Government Department of Health and Human Services - Food Staples Program, $8,150,000 (Source of Funds: Undesignated Reserves)

  • Special Appropriation to the County Government’s FY23 Capital Budget and Amendment to the FY23-28 Capital Improvements Program (CIP) - $750,000 for Montgomery County Public Schools (MCPS) Technology Modernization (Source of Funds: Undesignated Reserves)

  • Bill 27-22, Administration - Inspector General - Powers and Duties, which was introduced by the Government Operations and Fiscal Policy (GO) Committee after consulting with the County’s inspector general, would update outdated sections of the Montgomery County Code to comply with state law changes and empower the County's inspector general to align budget requests to work plan items.  It also explicitly mandates the ability to conduct compliance audits and clarifies that all employees must comply with information or document requests from the inspector general. Additionally, it provides protection for anyone, including residents, against retaliation for making a report to the inspector general. The bill also makes other technical corrections. Under Maryland law, the investigatory authority for both the Maryland-National Capital Park and Planning Commission and WSSC Water rests with their inspector generals. Montgomery County’s inspector general lacks authority over these bi-county agencies based on the County’s successful advocacy at the state level for dedicated oversight. The proposed language in the bill reflects this fact.

Residents have the opportunity to testify remotely for public hearings or provide in-person testimony at the Council Office Building in Rockville.

The Council is recommending that residents, who choose to attend in-person Council meetings, get fully vaccinated to protect themselves and others against Covid-19. If this is not possible, virtual participation is encouraged.

Residents who would like to call in or testify at a Council public hearing need to preregister on the Council's web page at https://www.montgomerycountymd.gov/council/calendar.html. Once the public hearing sign up request form is submitted and the public hearing list is created, individuals will receive separate confirmation notifications that include the appropriate link to use or phone number to call for the public hearing.
