The Montgomery County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

Feb. 14, 2023 at 1:30 p.m.

Deadline to sign up to speak is Feb. 13 at 2 p.m.

  • The Council will receive testimony on the 2023-2029 Montgomery County Fire and Rescue Service (MCFRS) Master Plan. County Code requires MCFRS to maintain, review, and amend as necessary, and the Council to approve a Master Fire, Rescue, and Emergency Medical Services Plan.
  • Resolution to approve Executive Regulation No. 24-22, Special Projects Manager Class Specification.
  • Bill 3-23, Environmental Sustainability - Montgomery County Green Bank, would make climate change mitigation and adaptation a prominent focus of the Montgomery County Green Bank’s mission; and generally revise County law regarding environmental sustainability.
  • Expedited Bill 4-23, Administration - Non-Merit Positions - Special Projects Manager, would increase the number of Special Projects Managers in the Office of the County Executive, and generally amend the law governing personnel in Montgomery County.
  • Expedited Bill 5-23, Personnel and Human Resources - Prospective Employees - Health Care Privacy, would limit inquiries by the County regarding certain health information of prospective employees, prohibit inquiries by the County regarding certain reproductive health information of prospective employees, limit consideration by the County of certain health information of prospective employees, permit certain appeals to the Merit System Protection Board, and generally amend the laws regarding human resources and health care privacy.

Deadline to sign up to speak is March 6 at 2 p.m.

  • Zoning Text Amendment (ZTA) 23-01, Accessory Residential Uses - Sharing Economy Rental, would define Sharing Economy Rental, and generally amend accessory residential uses.
  • Bill 6-23, Housing - Sharing Economy Rental, would define Sharing Economy Rental, establish a licensing system and certification requirements for Sharing Economy Rentals, revise the definition of private swimming pools, and generally amend the provisions for residential rentals.

Residents have the opportunity to testify remotely for public hearings or provide in-person testimony at the Council Office Building in Rockville.

The Council recommends that residents, who choose to attend in-person Council meetings, get fully vaccinated to protect themselves and others against Covid-19. If this is not possible, virtual participation is encouraged.

Residents who would like to call in or testify at a Council public hearing need to preregister on the Council's web page at https://www.montgomerycountymd.gov/council/calendar.html. Once the public hearing sign up request form is submitted and the public hearing list is created, individuals will receive separate confirmation notifications that include the appropriate link to use or phone number to call for the public hearing.
