The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

- Resolution to approve Supplemental Appropriation #26-20 to the FY26 Capital Budget, Montgomery County Government, Department of Transportation, Wheaton Parking Facility Renovations (No. 509709), $34,650 (Source of Funds: State Aid)
- Resolution to approve Supplemental Appropriation #26-37 to the FY26 Capital Budget and Amendment to the FY25-30 Capital Improvement Program, Montgomery County Government, Department of Transportation, Capital Crescent Trail (No. 501316), $4,845,000 (Source of Funds: GO Bonds)
- Resolution to approve Supplemental Appropriation #26-39 to the FY26 Capital Budget and Amendment to the FY25-30 Capital Improvements Program, Montgomery County Government, Department of Health and Human Services Affordable Living Quarters (No. 602201), $7,221,940 (Source of Funds: Federal Aid)
- Resolution to approve Supplemental Appropriation #26-50 to the FY26 Capital Budget and Amendment to the FY25-30 Capital Improvements Program, Montgomery County Government, Department of Environmental Protection, Stormwater Management Retrofit: Countywide (P808726), $11,327,000 (Source of Funds: Long-Term Financing)

- Zoning Text Amendment (ZTA) 26-02, Overlay Zones - Regional Shopping Center, would exempt the gross floor area residential cap on Household Living in certain zones, and generally amend the use and standards for the regional shopping center overlay zone.
- Zoning Text Amendment (ZTA) 26-03, Biohealth Priority Campus - Eligibility, would amend the definition of a Biohealth Priority Campus, and generally amend the requirements for a Biohealth Priority Campus.
- Zoning Text Amendment (ZTA) 26-04, Mixed-Income Housing Community -Eligibility, would amend the definition of a Mixed-Income Housing Community, and generally amend the requirements for a Mixed-Income Housing Community.
- Bill 3-26, Administration - Immigration Enforcement Guidance - Required (The County Values Act), would require the County Executive to develop and publish certain guidance related to immigration enforcement action at County facilities, require County departments to adopt certain policies consistent with the Executive’s guidance, limit access to certain areas for immigration enforcement, subject to certain conditions, and generally amend the laws regarding County administration and immigration enforcement in the County.
- Bill 5-26, Police - Mask or Facial Coverings - Prohibited (The Unmask ICE Act), would prohibit federal, state, or local law enforcement agencies from wearing masks or facial coverings while on duty in the County, and generally amend the law regarding policing and public safety in the County.

To testify in-person or remotely during a live public hearing at the Council Office Building, residents need to preregister on the Council's web page. Residents may also choose to provide pre-recorded testimony in written, audio or video formats or submit testimony by mail.
