Twenty-Year-Old Indicted on Charges Following Double-Fatal Collision

Gaithersburg, MD - An Elkridge, MD man has been indicted by a Montgomery County grand jury on charges related to a 2023 fatal collision.

20-year-old Jean Pierre Velasco appeared in Montgomery County Circuit Court on Friday, July 26, 2024, and was indicted on two counts of negligent manslaughter by vehicle, two counts of homicide by vehicle while under the influence of alcohol and two counts of homicide by vehicle while under the influence of alcohol per se.

On Saturday, March 4, 2023, at approximately 4:07 a.m., Montgomery County Department of Police and Fire Rescue responded to a collision involving a black 2012 Infiniti G37 on Montrose Road at the intersection of Hitching Post Lane in Rockville.

19-year-old Leslie Kristin Ventura of Germantown was pronounced dead on scene. A second passenger, 19-year-old Kailey Briana Vigil of Rockville, was transported to an area hospital in critical condition, where she succumbed to her injuries and died on Monday, March 6.

Through the course of the investigation by the Collision Reconstruction Unit, it was determined that Velasco was responsible for the collision.

Velasco was released on an unsecured personal bond.

An indictment is not a finding of guilt. Jean Pierre Velasco is presumed innocent until proven guilty, pending the outcome of a trial.
