Three Adult Males Arrested and Charged with Motor Vehicle Theft

Gaithersburg, MD – Detectives from the Montgomery County Department of Police – Auto Crime Enforcement Section (ACES) have arrested and charged 32-year-old Russell Bowie, Jr. of Silver Spring, 26-year-old Momodou Samba of Rockville and 34-year-old Phillip Laguerre of Rockville with the theft of a vehicle that occurred on Wednesday, January 1, 2025.

On Tuesday, January 14, 2025, at approximately 10:38 a.m., ACES detectives were conducting an investigation in the area of Randolph Road and Atherton Drive when they identified a stolen Toyota RAV4 traveling westbound on Randolph Road. Detectives were able to stop the stolen vehicle and apprehend the three occupants who were identified as Bowie, Samba and Laguerre.

During the course of the investigation, detectives determined that the Toyota was stolen from a neighborhood in Silver Spring and that Samba had an active arrest warrant through the Montgomery County Sheriff’s Office for violating his armed robbery probation. Detectives also connected the suspects to a theft of copper at a Lowe’s store in Prince George’s County and to other vehicle and copper related thefts within Montgomery County.

Bowie, Samba and Laguerre were transported to the Montgomery County Central Processing Unit, where they were charged with unlawful taking of a motor vehicle, rogue and vagabond and theft related charges. Bowie has been released on a $3,000 unsecured personal bond and Laguerre has been released on a $10,000 unsecured personal bond. Samba is being held without bond.
