Speech and Testimony

County Executive Leggett’s Remarks at the Opening of the Jan Jablonski Early Literacy Training Center

Noyes Library for Young Children

 10237 Carroll Place, Kensington

As prepared

Good morning. It is a great pleasure to be here today to celebrate the dedication of the Jan Jablonski Early Literacy Training Center!

Jan founded the Noyes Children’s Library Foundation and served as the Foundation’s co-president until her passing last summer.

The Jan Jablonski Early Literacy Training Center will provide resources for librarians, early childhood educators, students, parents and anyone who wants to improve early literacy for young children.

Today we are celebrating the new Training Center; but the ideals the Center is built on are not new concepts. Promoting literacy, building community, honoring history and creating an inclusive, welcoming environment are the core guiding principles of the Noyes Children’s Library Foundation.

These were the values which inspired Jan to remain steadfast in her work with the Noyes Children’s Foundation even after she lost the use of her arms and legs.

A year ago, this month, she was the first library user to access the newly installed wheel chair ramp to enter the library.

Through the dedicated efforts of the Noyes Children's Library Foundation and Montgomery County Public Libraries, the Noyes Young Children’s Library is a place where ALL children have access to use the library to read, learn, play and grow.

Today as we unveil the plaque, we not only honor, Jan, but we also celebrate the accomplishments of the entire Noyes Library community.

It is a pleasure to be here today with Jan’s husband, Dan and their two son’s Matthew and Peter.

Thank you to the Noyes Children's Library Foundation for your continued support of Montgomery County Public Libraries, and in particularly, your commitment to the Noyes Library for Young Children.

One of our greatest County resources are those who give their time to support our programs. Thank you for all that you have done and continue to do for our community. Your work has made the difference in the lives of many young children and their families.

I also want to thank Parker Hamilton and the Library staff for all their work to make all our Montgomery County library branches places where people feel welcomed.

I am honored to be part of this wonderful celebration. Thank you!
