All Multi-Family Properties were mailed instructions for completing the 2021 Annual Rental Housing Survey. The annual survey is mandatory for all multi-family properties in Montgomery County, including those in jurisdictions not licensed by Montgomery County (Incorporated Cities of Rockville, Takoma Park and Gaithersburg). The survey is used to collect information about tenant services, rents, unit sizes and structure types. Per County Code 29-51(k), a landlord who fails to comply is liable for payment of a civil penalty in an amount not to exceed $1000 for each violation.

The Annual Rental Housing Survey must be completed by April 30, 2021.

The survey is completed online through the AccessMCG portal – instructions to create an AccessMCG account. The three tabs that must be completed are -

  1. Survey, Facility
  2. Survey, Units
  3. Survey, Affordability Programs
On the Survey, Units tab, a rent roll listing all occupied and vacant units for the property as of April 1, 2021 is uploaded and completed. New for this year, an Instructions button to aid in completing the survey and providing answers to frequently asked questions.

Multi-Family properties must complete all information on rented units including unit number, number of bedrooms, occupy date, rent amount as of April 1, vacant or occupied on April 1 and whether unit is occupied by an employee. New for this year, if a unit was vacant at any time from April 1, 2020 to March 30, 2021, provide the number of vacant days.
