Montgomery County Executive Marc Elrich will be joined by County Councilmember Kristin Mink, the bill’s sponsor, and tenant advocates for a bill signing ceremony for Expedited Bill 31-25, Landlord Notice Requirements – Evictions. On Dec. 8, the County Council unanimously passed the legislation, which will require landlords to notify both tenants and the County’s Department of Housing and Community Affairs (DHCA) about the date and time of scheduled evictions, at least 14 days in advance.
By requiring landlords to also notify DHCA about the date and time of scheduled evictions, the County law will enable DHCA and Services to End and Prevent Homelessness (SEPH) at the Department of Health and Human Services (DHHS) to conduct outreach to affected tenants. The County will be able to more efficiently connect households facing eviction with resources to stay in their homes or to relocate, decreasing the risk of homelessness and benefitting both tenants and landlords.
The legislation comes as Montgomery County has experienced significant spikes in homelessness, including an overall 162% increase in individuals experiencing homelessness during the past five years, and a 634% increase in families experiencing homelessness.
