The joint Transportation and Environment (TE) and Government Operations and Fiscal Policy (GO) Committee will meet on Wednesday, Nov. 5 at 10:45 a.m. to review a resolution to approve a more than $168 million supplemental appropriation for the Montgomery County Department of Transportation to fund Bus Rapid Transit on Maryland Route 355.
The members of the TE Committee include Chair Evan Glass, Councilmember Marilyn Balcombe and Council President Kate Stewart.
The members of the GO Committee include Chair and Council President Stewart and Councilmembers Andrew Friedson and Sidney Katz.
Starting at 7 p.m., the Council will host its annual Youth Town Hall in the third-floor hearing room of the Council Office Building. This meeting with students promotes youth engagement in community and public policy issues and allows Councilmembers to hear directly from young people about their concerns and views. Review: The joint TE and GO Committee will review a resolution to approve a more than $168.4 million supplemental appropriation for the Montgomery County Department of Transportation to fund Bus Rapid Transit on Maryland Route 355.
The approved Bus Rapid Transit: 355 Central Project, currently includes $166.5 million in funding from the State Bus Rapid Transit Fund. The more than $168.4 million request for FY26 in this supplemental appropriation represents the issuance of $191 million in new grant-backed bonds, minus $22.6 million in previously appropriated state aid not needed to support the bond issue. The remainder of the $166.5 million in State BRT Fund dollars currently programmed into the 355 Central project will be used to pay debt service on these new bonds. This funding switch does not change the total project cost or delivery schedule.
The State Bus Rapid Transit Fund was created by the Maryland General Assembly in 2022 to leverage State lottery proceeds for local BRT projects. In 2023, the General Assembly passed a law allowing the recipients of lottery proceeds to use these grant funds. In addition, the 2025 state budget increased Montgomery County’s annual share of the Bus Rapid Transit Fund from $20 million in the original law to $25 million, supplementing lottery revenues with transfers from the Transportation Trust Fund.
