Montgomery County Council to Elect 
New Officers on Tuesday, December 5
Councilmember Berliner completes term as President
Also on Dec. 5: Action on White Flint 2 Sector Plan
and Grosvenor-Strathmore Metro Area Minor Master Plan,
and public hearing on affordable housing bills

ROCKVILLE, Md., December 4, 2017—The Montgomery County Council will elect new officers to one-year terms at 10 a.m. on Tuesday, December 5 in the Third Floor Council Hearing Room. Councilmember Roger Berliner will complete his term as Council President, and Councilmember Hans Riemer will complete his term as Vice President. It is traditional for the Council to elect the current vice president as the next president.

After the election of new officers, the Council is scheduled to take action at 10:40 a.m. on the White Flint 2 Sector Plan, a 460-acre area located in the North Bethesda area of the County, east and west of the White Flint Metro Station and the White Flint 1 Sector Plan, which includes large commercial shopping centers, an office park, industrial and institutional properties, and established residential communities.

The Council also will take action on the Grosvenor-Strathmore Metro Area Minor Master Plan, which builds on the recommendations of the 1992 North Bethesda/Garrett Park Master Plan for the Grosvenor-Strathmore area and advances the County’s goal of transit-oriented development at Metro stations to keep up with housing demand in a sustainable manner.

At 1:45 p.m. the Council will sit as the Board of Health and take action on  resolutions to adopt two pieces of legislation regulating swimming pools in the County as Board of Health Regulations: Bill 26-12, Swimming Pools – Defibrillators, and Bill 16-17, Swimming Pools – Lifeguards – Amendments.

Both bills were already enacted by the Council. Bill 26-12 requires public swimming pools to have at least one automated external defibrillator in good working order and at least one staff member who is trained in its use available at all times when the pool is open.  Bill 16-17 exempts certain public pools at certain facilities from the requirement to have an on-duty lifeguard present when the pool is open for use; requires exempted public pools to meet certain criteria, including posting certain warning signs; and requires exempted pools to have an emergency alert system. Councilmember George Leventhal is the lead sponsor of the resolution on Bill 26-12 and Councilmember Sidney Katz is the lead sponsor of the resolution on Bill 16-17.

At 7:30 p.m. the Council will hold a public hearing on Bill 34-17, Housing – Moderately Priced Dwelling Units (MPDUs) – Amendments, and Bill 38-17, Moderately Priced Dwelling Units (MPDUs) – Requirement to Build, two complementary legislative proposals which address the aim of increasing the number of affordable homes in the County.

Councilmember Nancy Floreen is the lead sponsor and Councilmember Craig Rice is the cosponsor of Bill 34-17, which would confirm the Council’s authority to increase the required percentage of MPDUs on a community-by-community basis during each master plan review. It also would require a payment to the Housing Initiative Fund for all new housing developments.

Council Vice President Riemer is the lead sponsor and Councilmember Katz is the cosponsor of Bill 38-17, which would increase the minimum percentage of MPDUs that are required to be built in new residential developments from 12.5 to 15 percent in an MCPS High School Service Area with an eligibility rate for free and reduced meals of 15 percent or less.
