for March 15

The following Committee meetings are scheduled for March 15. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, Md.), unless otherwise noted.

Meeting: Government Operations and Fiscal Policy (GO) Committee
Time: 9:30 a.m.

GO Committee: Council Vice President Nancy Navarro (chair), Councilmember Sidney Katz and Council President Hans Riemer

Executive Regulation 10-17, Parliamentary and Maryland Open Meetings Act Training for Members of Boards, Commissions and Committees
Executive Regulation 10-17 establishes standards for training members of County boards, commissions and committees. The County Code requires that the County Executive establish such standards. The staff report can be viewed at:

• Bill 40-17, Personnel - Merit System - Salary and Wage Plans - Police Leadership Service
Bill 40-17 would modify the uniform salary plan for police sworn managers to include a salary schedule for a Police Leadership Service; authorize the Chief Administrative Officer to establish a Police Leadership Service under the merit system for lieutenants and captains in the Police Department; establish guidelines for the Police Leadership Service; and amend the law governing salary schedules for County employees under the merit system. • Bill 2-18, Ethics, Conflicts of Interest - Financial Disclosure - Lobbying – Amendments
Bill 2-18 would limit the participation of a public employee in any matter affecting a party who the employee was hired to lobby for in the prior year; require a public employee to disclose income from certain lobbying on a financial disclosure statement; and prohibit a person serving as County Executive or Councilmember from certain lobbying for one year after leaving office. Meeting: Transportation, Infrastructure, Energy and Environment (T&E) Committee
Time: 2 p.m.

T&E Committee: Councilmembers Roger Berliner (chair), Nancy Floreen and Tom Hucker
Topic:
• Briefing: Road salt usage
The T&E Committee will receive a briefing on the impacts of road salt usage. Councilmember Hucker, the Committee’s Lead for Environment, requested a briefing from the Department of Environmental Protection (DEP) on the environmental effects of using road salt. Councilmember Hucker also requested that the Department of Transportation (DOT) explain how road salt fits with the department’s current strategy for handling snow and ice on roadways. Meeting: Audit Committee – Government Operations and Fiscal Policy (GO) Committee with Council President and Vice President as ex-officio voting members

• Research on auditing functions in other jurisdictions and auditors in County agencies
The Committee will review auditing and inspector general functions in other jurisdictions, receive information about auditing in Montgomery County Government and review report distribution to the Council from the Office of the Inspector General. The staff report can be viewed at:

• Review of results from FY17 External Audit
The County’s external auditor, CliftonLarsonAllen, will present and discuss the fiscal year 2017 audit of the financial statements for County Government, Montgomery County Employee Retirement Plans, and the Montgomery County Union Employees Deferred Compensation Plan. They also will present the Single Audit, Agree-Upon Procedures related to the County Government’s certification of information required by the Federal Environmental Protection Agency related to local solid waste landfill facilities, and the audit of the Maryland 9-1-1 Emergency Number Systems Program of Montgomery County.

• Review of Clifton Larson Allen contract renewal
