Council Committee Meetings for April 20

The following Committee meetings are scheduled for Friday, April 20. Individuals interested in attending a Committee meeting should confirm the information on the day of the meeting by visiting the Council’s web page at https://tinyurl.com/CountyCouncilMeetings or by calling the Council’s Legislative Information Office at 240-777-7931. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, Md), unless otherwise noted.

Meeting: Health and Humans Services (HHS) and Public Safety (PS) Committee
Date/Time: Friday, April 20 at 9:30 a.m.

Topic: Fiscal Year (FY) 2019 Operating Budget

  • Adult Drug Court
    The Adult Drug Court is a comprehensive, voluntary treatment program for adult offenders suffering from drug and alcohol dependence. Currently, there are four therapists managing 71 of 83 cases. The other 12 cases are being handled by other providers in the County’s behavioral health system. Council staff has discussed with the Court and the Department of Health and Human Services that the Court would have more stability and be able to provide a higher level of service with a caseload of one therapist to 15 participants. By adding an additional therapist, for a total of six, it would give the Court a capacity of 90 cases. The cost of an additional therapist is approximately $94,000.   • Mental Health Court
    The Executive’s recommended operating budget for the Mental Health Court is $738,707, which includes the funding needed to increase the Mental Health Court capacity to 100. The staff report can be viewed here.
  • Monitored Exchange and Supervised Visitation Center
    For FY19, the Executive has included $442,738 for the annualized cost of the Safe Passage Center. The funding has $5,000 allocated for transportation assistance and $5,000 for supplies and consumables for children. The staff report can be viewed here.
  • Gang Prevention and Intervention Programs
    The Executive recommended, and the Council approved, starting a new program, the Strong Families Initiative, during FY18. There are risk factors that can lead a young person to become disconnected from school, family and community. In certain circumstances, once disconnected, a young person may turn to gang membership. The Strong Families Initiative addresses these risk factors by enhancing family resilience. The Executive’s FY19 recommended budget includes approximately $27 million in tax supported resources for Positive Youth Development, which includes $175,000 for the Strong Families Initiative.   • Montgomery College
    For FY19, Montgomery College's total request is $314.9 million for all funds, which is an increase of $900,000 or 0.3 percent over FY18. The Executive recommends a total of $313 million for the College in FY19, which is a decrease of $1 million or 0.3 percent from FY18. The staff report can be viewed here.
  • Community Use of Public Facilities (CUPF)
    The Executive’s recommended operating budget for CUPF is $12,669,899, which is an increase of $978,755 or 8.4 percent from FY18. The staff report can be viewed here.
  • NDA: Montgomery Coalition for Adult English Literacy (MCAEL)
    For FY19, the Executive has recommended $1,757,058 for MCAEL, which is $100,000 or 6 percent higher than FY18. MCAEL's mission is to strengthen the countywide adult English literacy providers' network with resources, training, collaborations and advocacy to support a thriving community and an effective workforce.
