Council Committee Meetings on Feb. 25

The following committee meetings are scheduled for Monday, Feb. 25. Meeting: Planning, Housing and Economic Development (PHED) Committee
Time: 9:30 a.m.

Supplemental appropriation to FY19 Capital Budget and amendment to the FY19-24 CIP, Department of Recreation - $17,016,000 for South County Regional Recreation and Aquatic Center
The PHED Committee will review a supplemental appropriation to FY19 Capital Budget and amendment to the FY19-24 CIP, Department of Recreation - $17,016,000 for South County Regional Recreation and Aquatic Center. This funding would provide for a new regional recreation, senior and aquatic center that will be co-located with the Elizabeth Square affordable housing project in Silver Spring. Those expected to attend include the following: Robin Riley, director, Department of Recreation; David Dise, director, Department of General Services (DGS); Greg Ossont, deputy director, DGS; and Deborah Lambert, Office of Management and Budget.

CIP Amendments – Parks
The PHED Committee also will review amendments to the Capital Improvements Program for parks. Last year, the Council approved a Capital Improvements Program (CIP) for FYI 9-24 of approximately $220 million for the Maryland-National Capital Park and Planning Commission (M-NCPPC). In this off-year of the CIP, the Commission has requested four amendments to the approved CIP. The County Executive supports two of the proposed amendments and recommends modifying the other two. In addition, the County Executive recommends an Affordability Reconciliation Project Description Form (PDF) that reduces Government Obligation (GO) Bond expenditures by $1.45 million starting in FY21 and spread over the last four years of the CIP.

Veirs Mill Corridor Master Plan
The PHED Committee will close out its meeting with a review of the Veirs Mill Corridor Master Plan. The plan focuses on neighborhood access to the anticipated bus rapid transit (BRT) stations, compatibility with adjoining land uses, potential redevelopment opportunities and improved connectivity. The plan extends approximately four miles, from the City of Rockville to the Wheaton Central Business District and Vicinity Sector Plan boundary. The Council held a public hearing on the plan on Feb. 7 at the Holiday Park Senior Center to hear directly from residents in their own community.

Meeting: Health and Human Services (HHS) Committee

Briefing: Child Welfare/Protective Services
The HHS Committee will receive an overview briefing on the services offered by Child Welfare Services and current trends impacting the program's work. Those expected to attend include the following: Victoria Buckland, acting director, Department of Health and Human Services (DHHS); JoAnn Barnes, chief, Children, Youth and Family Services, DHHS; and Lisa Merkin, administrator, Child Welfare Services, DHHS.

Briefing: HHS Office of Eligibility and Support Services
The HHS Committee will receive a briefing on the Department of Health and Human Services’ Office of Eligibility and Support Services (OESS) and current trends impacting the program’s work. Those expected to attend include the following: Victoria Buckland, acting director, Department of Health and Human Services (DHHS); JoAnn Barnes, chief, Children, Youth and Family Services, DHHS; and Yvonne Iscandari, senior administrator, Office of Eligibility and Support Services, DHHS.

Meeting: Public Safety (PS) Committee

PS Committee: Council Vice President Sidney Katz (chair), Councilmembers Gabe Albornoz and Tom Hucker

Update: Sheriff’s Department’s Body-Worn Cameras Program
The PS Committee will receive an update on the Sheriff’s Department’s body-worn cameras program, including experience to date, any unforeseen costs or challenges, and plans moving forward. Sheriff Darren Popkins is expected to attend.

Briefing: Domestic Violence with MCPD and Sheriff’s Office
The PS Committee will close out its meeting with a briefing on domestic violence with representatives from Montgomery County Police Department (MCPD) and the Sheriff’s Office. The briefing will provide updates on the following aspects of how domestic violence incidents are handled in the County:

  • Red Flag laws and current experience serving these types of extreme risk protective orders;
  • an update on the Family Justice Center (FJC) and departmental roles at the FJC; and
  • data on the number of Domestic Violence-related arrests over the past three years, and an overview of how the Police Department investigates them.

Those expected to attend include the following: Sheriff Darren Popkin; Assistant Police Chief Marcus Jones, Investigative Services Bureau, MCPD; Dr. Raymond Crowel, Chief, Behavioral Health and Crisis Services, Health and Human Services; Captain Sean Gagen, Special Victims Investigation Division, MCPD.
