Council Committee Meetings on Mar. 4

The following committee meetings are scheduled for Monday, Mar. 4. Individuals interested in attending a committee meeting should confirm the information on the day of the meeting by visiting the Council’s web page at tinyurl.com/CountyCouncilMeetings or by calling the Council’s Communications Office at 240-777-7931. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, Md.), unless otherwise noted.

Meeting: Planning, Housing and Economic Development (PHED) Committee
Time: 9:30 a.m.
Location: Seventh floor hearing room
PHED Committee: Councilmembers Hans Riemer (chair), Andrew Friedson (lead for parks) and Will Jawando
Topics:
ZTA 19-02, Clinics – Limited Use
The PHED Committee will review ZTA 19-02, Clinics – Limited Use. Council President Nancy Navarro is the lead sponsor. The goal of this zoning change is to streamline the process for having medical and dental clinics as an accessory use in certain zones. ZTA 19-02 would allow medical and dental clinics as an accessory to certain large institutional uses. Under the current zoning code, any permitted or limited use in a zone may be an accessory use to any other use in the same zone. It also would allow accessory use clinics in all residential zones with limitations on their size.

Veirs Mill Corridor Master Plan
The PHED Committee also will continue its review of the Veirs Mill Corridor Master Plan. The plan focuses on neighborhood access to the anticipated bus rapid transit (BRT) stations, compatibility with adjoining land uses, potential redevelopment opportunities and improved connectivity. The plan extends approximately four miles, from the City of Rockville to the Wheaton Central Business District and Vicinity Sector Plan boundary.

Meeting: Education and Culture (E&C) and Public Safety (PS) Committees

E&C Committee: Councilmembers Craig Rice (chair), Will Jawando (lead for libraries) and Council President Nancy Navarro
PS Committee: Council Vice President Sidney Katz (chair), Councilmembers Gabe Albornoz and Tom Hucker
Topics:
MCPS Safety and Security
The E&C and PS Committees will meet jointly to receive an update on safety and security in Montgomery County Public Schools (MCPS). The following topics will be discussed at the meeting:
1. A breakdown of how MCPS has spent and/or allocated the additional operating and capital funds for security issues the Council approved as part of the fiscal years 2017-2019 operating budgets.
2. Detail on how MCPS would utilize the proposed $28 million in new Capital Improvements Program funding for school security as part of the Board’s FY19-24 CIP Amendments.
3. Status on the implementation of the Maryland Safe to Learn Act of 2018.
4. MCPS and the Montgomery County Police Department’s collaboration to review and revise emergency preparedness protocols in schools in alignment with best practices.
5. An update on the School Resource Officer (SRO) Program, to include any revisions to the SRO Memorandum of Understanding and changes to SRO hours.

MCPS Child Abuse and Neglect Policy

The Committees also will receive an update on MCPS’s child abuse and neglect policy. The following topics will be discussed at the meeting:
1. Staff Training/Employee Code of Conduct
2. Screening of new and existing MCPS employees
3. Training and screening for volunteers and contractors
4. Collaboration with partner agencies
5. Committee on Child Abuse and Neglect
6. Communication with the school community
7. Personal body safety lessons and information for parents
8. Child abuse and neglect reporting, outcome, and disciplinary data
