Council Committee Meetings on March 14

The following committee meetings are scheduled for Thursday, March 14. Individuals interested in attending a committee meeting should confirm the information on the day of the meeting by visiting the Council’s web page at tinyurl.com/CountyCouncilMeetings or by calling the Council’s Communications Office at 240-777-7931. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, Md.), unless otherwise noted.

Meeting: Government Operations and Fiscal Policy (GO) Committee
Time: 10 a.m.
Location: Seventh floor hearing room
GO Committee: Council President Nancy Navarro (chair), Council Vice President Sidney Katz and Councilmember Andrew Friedson
Topic:
Expedited Bill 3-19, Administration – Executive Branch – Non-Merit Positions
The GO Committee will review Expedited Bill 3-19, Administration – Executive Branch – Non-Merit Positions. Council President Nancy Navarro is the lead sponsor, at the request of the County Executive. Bill 3-19 and its accompanying Executive Regulation would  create the following new non-merit positions:

o Chief Labor Relations Officer - Office of the County Executive
o Chief Digital Officer - Office of the County Executive
o Chief Equity Officer- Office of the County Executive

It would convert the following merit Ml positions to non-merit positions:

o Deputy Director - Department of Housing and Community Affairs (vacant)
o Deputy Director for Results - Office of Management and Budget (vacant)
o Deputy Director - Department of General Services (occupied)
o Deputy Director of Operations - Department of Transportation (occupied)
o Chief Broadband Officer - Department of Technology Services (occupied)
o Chief Data Officer- Department of Technology Services (occupied)

It also would rename a Deputy Director in DOT to "Transportation Policy Officer" (an existing non-merit position).

Review of Results from Fiscal Year 2018 External Audit
The Audit Committee will receive a briefing from CliftonLarsonAllen LLP (CLA), the County Government’s independent auditor, and Executive Branch staff on the results of the audits of the County Government’s FY18 financial statements and the financial statements of the County Government’s retirement plans, and other audit-related work. The Audit Committee consists of the GO Committee and the Council President and Vice President as ex officio voting members.

CliftonLarsonAllen Contract Renewal
The Audit Committee also will review a contract amendment to extend CliftonLarsonAllen’s contract for an additional year.

Review and Recommendations to Strengthen County’s Audit and Oversight
The Audit Committee will close out its meeting with a review and recommendations to strengthen the County’s auditing and oversight. In January the Council received a briefing on the Office of Inspector General (OIG) Report #19-002, A Review of Management Control Deficiencies Contributing to the Misappropriation of Montgomery County Economic Development Funds. The Council discussed the OIG’s findings and the Executive’s response to these findings and requested that the OIG’s office and OLO staff provide guidance on the following areas: audit function structure and funding; coordination between audit functions; and contract monitoring

Meeting: Education and Culture (E&C) Committee
Time: 2 p.m.

E&C Committee: Councilmember Craig Rice (chair), Council President Nancy Navarro and Councilmember Will Jawando (lead for libraries)
Topic:
CIP Amendments: MCPS Enrollment Briefing and Subdivision Staging Policy Schools Test Discussion
The E&C Committee will review amendments to the CIP for Montgomery County Public Schools (MCPS). Dr. Andrew M. Zuckerman, chief operating officer of MCPS, members of the Board of Education and others are among those expected to attend. The meeting will include discussion of MCPS’ new enrollment projections methodology and the enrollment projections themselves and the Subdivision Staging Policy Schools Test.
