Council Committee Meetings on March 21

The following committee meetings are scheduled for Thursday, March 21. Individuals interested in attending a committee meeting should confirm the information on the day of the meeting by visiting the Council’s web page at tinyurl.com/CountyCouncilMeetings or by calling the Council’s Communications Office at 240-777-7931. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, Md.) unless otherwise noted.

Meeting: Joint Health and Human Services (HHS) Committee and Planning, Housing and Economic Development (PHED) Committee
Time: 9:30 a.m.
Location: Seventh floor hearing room

Topic:
Services to End and Prevent Homelessness and the Continuum of Care
The HHS and PHED Committee will have a briefing and discussion on national and County trends regarding homelessness and the County’s Coordinated Entry system. The overview will describe the County’s Continuum of Care and how coordinated entry has assisted the County in targeting efforts on veterans’ homeless and housing chronically homeless adults.

Meeting: Transportation and Environment (T&E) Committee
Time: 2 p.m.

T&E Committee: Councilmembers Tom Hucker (chair), Evan Glass and Hans Riemer
Topics:
Briefing - Purple Line Transit Partners and Maryland Transit Authority
The T&E Committee will receive a briefing from representatives of Purple Line Transit Partners (PLTP) and the Maryland Transit Administration (MTA) on the progress of construction of the Metro’s Purple Line. Charles Lattuca, Executive Director for Transit Development at MTA and Fred Craig, CEO of PLTP, are among those expected to attend.

Bill 36-18, Transportation Management - Transportation Demand Management Plan – Amendments
Bill 36-18, whose lead sponsor is Council President Nancy Navarro at the request of the County Executive, would expand the County's use of transportation demand management (TDM) to reduce traffic congestion and automobile emissions, support multi-modalism and achievement of non-automobile travel goals, enhance the efficient use of transportation infrastructure, and promote sustainability of existing and future development. The bill would establish requirements for transportation demand management plans for new developments in certain areas of the County, make the County's approach more flexible and responsive to changing parameters in transportation and development, and increase accountability for results.

In a previous worksession on Feb. 14, the County’s Department of Transportation briefed the T&E Committee on how the current TDM system works and how this bill would change the system.

Capital Improvements Program Amendments - Montgomery College
Montgomery College President Dr. DeRionne Pollard and her staff will discuss the capital budget needs of the college with the EC Committee. Montgomery College’s Fiscal Year 2020 (FY20) Capital Budget request and amendments to the FY19-24 Capital Improvements Program (CIP) is $304 million, a $26.7 million (9.6 percent) increase over the FY19-24 Approved CIP. The County Executive recommends an amended six-year total of $279.6 million, a $2.3 million increase (0.8 percent) from the current approved CIP but a $24.4 million reduction (8 percent) from the College’s request.
