Council Committee Meetings on June 20

The following committee meetings are scheduled for Thursday, June 20. Meeting: Joint Education and Culture (E&C) and Health and Human Services (HHS) Committees
Time: 9:30 a.m.

Topic:

Vaping in Schools
The E&C Committee and HHS Committee will meet jointly to hear from representatives from the County’s Department of Health and Human Services (DHHS) and Montgomery County Public Schools (MCPS) on vaping in schools. The purpose of the discussion is because of the rise in the number of young people who are using e-cigarettes, vaping devices or electronic nicotine delivery systems (ENDS). Many of these devices are hard to detect as they tend to look like computer thumb drives (USB), pen, or an item that students would commonly and appropriately carry. Those expected to attend include Dr. Travis Gayles, County health officer and chief of Public Health Services, DHHS; Dr. Jonathan T. Brice, associate superintendent, Office of Student and Family Support and Engagement, MCPS; and Dr. Cara Grant, supervisor, pre-K – 12 Health and Physical Education, MCPS.

Declaration of No Further Need: Disposition of County Parking Lot 43 located at 8009 Woodmont Avenue, Bethesda
The GO and Transportation and Environment (T&E) Committee will meet to review the declaration of no further need for County Parking Lot 43 which is located at 8009 Woodmont Ave. in Bethesda. The County's property disposition law requires, with certain exemptions, that County owned property being sold or being leased for more than two years, have a declaration of no further need approved by the Council. The Executive must provide the Council with the material terms of the sale or lease, any information required by the Council to make its decision and must advertise the declaration of no further need in the County Register.

Meeting: Transportation and Environment (T&E) Committee

Topic:

Transportation Demand Management (TDM) programs in the Washington Region
The T&E Committee will receive a briefing on TDM programs in the Washington region. Those expected to attend the Committee meeting include regional Council of Government representatives from Washington D.C., Arlington, Alexandria and Fairfax Counties. The discussion will focus on the regional context of TDM programs and provide a comparison of practices.

Resolution to approve the Tax Supported Fiscal Plan Summary for FY20-25 Public Services Program
The GO Committee will review the fiscal plan for fiscal years 2020-2025. In June 2010 the Council approved for the first time a six-year Fiscal Plan that was balanced for the entire period. Each June since then the Council has taken similar action. The Fiscal Plan is then updated every year in December, three months before the release of the Executive's next recommended budget. Updates to economic indicators and revenue projections can theoretically result in a six-year plan that is more (or less) constrained than the one approved by the Council in June.

Expedited Bill 9-19, Consolidated Retiree Health Benefits Trust - Delegation of Duties
The GO Committee also will review Bill 9-19, which would allow the Board of Trustees to delegate certain duties as set forth in its written policies. The bill would permit the board to delegate duties if such an action is deemed appropriate and consistent with its fiduciary duties. Council President Nancy Navarro is the lead sponsor, at the request of the Board of Trustees for the Consolidated Retiree Health Benefits Trust. The goal of this bill is to better align the roles and responsibilities of the Board and its staff in the oversight of the investment program and to further enhance the efficiency of the operation of the program.
