Council to continue review of zoning measure for accessory apartments on July 9

Council also will begin discussing the County Executive’s
proposal for a two-year operating budget cycle



The Council meeting on Tuesday, July 9 will begin at 9:30 a.m. Individuals interested in attending a Council meeting should confirm the information on the day of the meeting by visiting the Council’s web page or by calling the Council’s Communication Office at 240-777-7832. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, Md.) in the third-floor hearing room, unless otherwise noted.

Zoning Text Amendment (ZTA) 19-01, Accessory Residential Uses - Accessory Apartments
The Council will continue its review of ZTA 19-01, which would remove the requirement for conditional use approval for all accessory apartments and revise the limited use provisions for attached and detached accessory apartments. Councilmember Hans Riemer is the lead sponsor. The goal of this zoning change is to streamline the process for having an accessory apartment, to help increase the supply of affordable housing. The Planning, Housing and Economic Development (PHED) Committee recommends approval with amendments. Two-Year Budgeting
The Council will receive a briefing on the County Executive’s proposal for a two-year (biennial) operating budget. Council President Nancy Navarro requested that County Executive Marc Elrich brief the Council on his current thinking regarding the implementation of a two-year operating budget. Currently, an operating budget for the County is adopted every fiscal year. Chief Administrative Officer Andrew Kleine and Rich Madaleno, director of the Office of Management and Budget, will present the County Executive’s proposal to the Council. Public Hearings
The following public hearings will be held on July 9 at 1:30 p.m., unless otherwise indicated:

Zoning Text Amendment (ZTA) 19-05, Industrial Zones - Landscape Contractors
The Council will hold a public hearing on ZTA 19-05, which would allow landscape contractors as a permitted use in all industrial zones. Councilmember Tom Hucker and Council Vice President Sidney Katz are the lead sponsors. Councilmember Will Jawando and Council President Nancy Navarro are cosponsors. Expedited Bill 15-19, Contracts and Procurement - Minority Owned Businesses - Sunset Date - Amendments
The Council will hold a public hearing on Bill 15-19, which would extend the sunset date for the County’s minority-owned business purchasing program. The lead sponsor is Council President Nancy Navarro, at the request of the County Executive. The Council staff report can be viewed here.

The Council will hold a public hearing on a special appropriation to the Department of Parks. This appropriation would revise capital projects funded with state funding (state bond bills and grants). The Council staff report can be viewed here.

Bill 14-19, Police - Policing Advisory Commission – Established
At 7:30 p.m. the Council will hold a public hearing on Bill 14-19, which would establish a 13-member Policing Advisory Commission. The lead sponsor is Councilmember Hans Riemer. Councilmembers Will Jawando, Tom Hucker and Evan Glass are cosponsors. The goal of Bill 14-19 is to enhance trust and transparency between the police department and community members and to identify best practices in policing.
