Council to have several public hearings and receive a report on Strathmore and the arts on Sept. 10

The Council meeting on Tuesday, Sept. 10 will begin at 10 a.m. Individuals interested in attending a Council meeting should confirm the information on the day of the meeting by visiting the Council’s web page or by calling the Council’s Communication Office at 240-777-7832. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, Md.) in the third-floor hearing room, unless otherwise noted.

Office of Legislative Oversight Report 2019-12, Strathmore and the Arts in Montgomery County
The Council asked the Office of Legislative Oversight for information on the County Government's ownership of the Strathmore property and the relationship between the County and the nonprofit Strathmore Hall Foundation, which manages and operates the Strathmore property under contract with the County. The memorandum report will be available online at http://www.montgomerycountymd.gov/olo after the Council votes to release the report.

The Council will hold the following public hearings starting at 1:30 p.m:

  • Bill 22-19, Accessory Dwelling Units - Licensing - Requirements – Amendments. Bill 22-19 would replace the phrase “accessory apartment” with “accessory dwelling unit,” among other changes. Councilmembers Hans Riemer, Andrew Friedson, Will Jawando and Council President Nancy Navarro are the lead sponsors. The Council staff report can be viewed here.
  • Bill 23-19, Cybersecurity Investment Incentive Tax Credit Supplement Amendments. Bill 23-19 would allow a qualified investor to receive the cybersecurity investment incentive tax credit supplement. Councilmembers Hans Riemer, Andrew Friedson and Will Jawando are the lead sponsors. The Council staff report can be viewed here.
  • Bill 24-19, Landlord-Tenant Relations - Obligations of Landlord - Air Conditioning. Bill 24-19 would require a landlord to provide and maintain air conditioning service for rental housing located in the County during certain months and establish standards for air conditioning service provided by a landlord. Councilmember Tom Hucker is the lead sponsor. Councilmembers Will Jawando and Gabe Albornoz and Council President Nancy Navarro are cosponsors. The Council staff report can be viewed here.
  • Veirs Mill Master Plan Sectional Map Amendment. Sectional Map Amendment (SMA) H-132, filed by the Maryland-National Capital Park and Planning Commission, is a comprehensive rezoning application to implement the zoning recommendations contained in the Approved and Adopted Veirs Mill Corridor Master Plan.   • Supplemental appropriation - MCPS - Entrepreneurial Activities Fund - $3,500,000 for School Bus Safety Camera Program. The appropriation would provide Montgomery County Public Schools (MCPS) with spending authority for payments to the contractor based on actual revenues collected. The Council meeting and public hearings will be televised live by County Cable Montgomery (CCM). The channel can be viewed on Cable Channels 996 (high definition) and 6 (standard definition) on Comcast; Channels 1056 (HD) and 6 (SD) on RCN; and Channel 30 on Verizon.
