Public Hearing for a Special Appropriation and Expedited Bills

The Montgomery County Council will hold public hearings on the following Special Appropriation and Expedited Bills:

Public hearings will be held on Tuesday, April 21, 2020 at 1:30 p.m. on:

Special appropriation to the County Government’s FY20 Operating Budget, Department of Finance - $5,000,000 for Economic Development Fund, Public Health Emergency Grant Program. This special appropriation is needed to provide additional funding for the Public Health Emergency Grant Program for local businesses that operate a restaurant or a retail storefront establishment. The source of funds is the General Fund Reserves.

Expedited Bill 18-20, Landlord-Tenant Relations - Rent Stabilization During Emergencies, would prohibit the increase of rent during and after certain declared states of emergency; prohibit certain notices to tenants; require certain notices to tenants; and generally amend County law concerning residential and commercial landlord-tenant relations.

Expedited Bill 23-20, Contracts - Management and Disposal of Goods - Emergency Procedures, would authorize the disposal of certain goods received in response to a declared emergency without competition; require the disposal of goods in a declared emergency in accordance with emergency procedures and prioritization guidelines established by the public official declaring the emergency or the Executive; and generally amending the management and disposal of goods by the County.

Public hearings will be held on Thursday, April 30, 2020 at 1:30 p.m. on:

Expedited Bill 19-20, Administration - County Executive - Office of Labor Relations - Established, would establish an Office of Labor Relations in the Executive Branch; transfer certain duties from the Office of Human Resources to the Office of Labor Relations; and generally amend the law governing the organization of employees responsible for labor relations in the Executive Branch.

Expedited Bill 22-20, Position Creation and Position Alteration - Director of Strategic Partnerships and Director of Criminal Justice Coordinating Commission, would create the non-merit appointed position of Director of Strategic Partnerships; eliminate the requirement that the position of Director of the Criminal Justice Coordinating Commission be filled by a non-merit appointee; and generally amend certain merit and non-merit positions in the Executive branch.
