New ‘Complete Streets’ Guidelines for Future Montgomery County Road Design Released for Public Review; Planning Board Briefing to be Held TODAY, Thursday, June 11

The Montgomery County Department of Transportation (MCDOT) and Maryland-National Capital Park and Planning Commission (MNCPPC) have released a draft of the “Montgomery County Complete Streets” for public review. Complete Streets will define future design guidelines for roads in Montgomery County’s new and redeveloped projects.

The County Planning Board will be briefed on the new guidelines in an online presentation at 1:30 p.m. TODAY, Thursday, June 11, and there will be opportunity for public comment through standard Planning Board virtual meeting procedures. Additional opportunities for public engagement will be provided, with the next public event scheduled for Wednesday, June 17.

The guidelines, if approved, will have a strong focus on safety, following the goals of the County’s Vision Zero program that seeks to eliminate severe injuries and fatalities in traffic-related incidents. The proposed guidelines introduce engineering solutions that result in slower speeds, provide more pedestrian and bicyclist crossings and include “safer spaces” for all roadway users. Developers of new and redeveloped projects would be required to incorporate the guidelines into their plans.

The draft guidelines create and redefine street types specific to downtowns, town centers, residential neighborhoods and rural areas. The updated street types are specific to address the different land uses and transportation needs throughout the County. The document provides guidance to new developments and future Capital Improvement Projects in working with constrained rights-of-way and helps designers prioritize safety elements.
