Planning, Housing and Economic Development Committee and Transportation and Environment Committee hold virtual meetings on July 15

On the guidance of Health Officer and Chief of Public Health Services Dr. Travis Gayles, there is currently no public access to the Council Office Building. The virtual Council meeting will be streamed live on the Council’s web page via YouTube (MoCoCouncilMD) and on Facebook Live (MontgomeryCountyMdCouncil) and can be watched on County Cable Montgomery on channels 30 (Fios), 1056 (RCN) and 996 (Xfinity).

On July 6, the County Executive transmitted a revised spending plan for fiscal year 2020 which includes changes to the FY21 Operating Budget as well as amendments to County Government projects in the FY21-26 Capital Improvements Program. The recommended savings plan is expected to save approximately $33.5 million from the operating budget of County government. In addition, $27.7 million in savings is expected from cuts to the capital budget. The Council introduced this savings plan on July 7. A public hearing and a Council vote is expected on July 28. On July 15, the Planning Housing and Economic Development Committee and the Transportation and Environment Committee will review savings proposed for departments and agencies under their jurisdiction.

Topic:
FY21 Budget Savings Plan

The PHED Committee will review and make recommendations to the Council on the following budget savings plans: the Office of Agriculture, the Department of Housing and Community Affairs, the Housing Opportunities Commission's (HOC) Non-Departmental Account, the Office of Zoning and Administrative Hearings, Montgomery Recreation and the Maryland-National Park and Planning Commission (M-NCPPC). The saving proposed to these operating budgets are as follows: $34,200 or 3.45 percent from the Office of Agriculture; $98,531 or 1.14 percent from the Department of Housing and Community Affairs; $409,482 or 6 percent from HOC's Non-Departmental Account; $13,172 or 2 percent from the Office of Zoning and Administrative Hearings; $1,833,625 or 4.25 percent from Montgomery Recreation; and $7,776.938 or 6 percent fromM-NCPPC. In addition to the savings plan review of operating budget impacts, the Committee will review proposed amendments to M-NCPPC's FY21-26 Capital Improvements Program of $628,000.

Topic:
FY21 Budget Savings Plan

The T&E Committee will review and make recommendations to the Council on the following budget savings plans: the Department of Environmental Protection, the Department of Transportation and the Mass Transit Fund. The savings proposed to these operating budgets are as follows: $3,358,531 or 5.2 percent from the Department of Environmental Protection; $46,518,227 or 4.4 percent from the Department of Transportation; and $149,364,876 or 2.8 percent from the Mass Transit Fund. The Committee will also review the following transportation-related capital budget amendments: Elmhurst Parkway Bridge, Highway Noise Abatement, Bethesda Metro Station South Entrance, Capital Crescent Trail, Silver Spring Green Trail and the Ride On Bus Fleet.
