On the guidance of Health Officer and Chief of Public Health Services Dr. Travis Gayles, there is currently no public access to the Council Office Building. 2020-2024 Subdivision Staging Policy, School Impact Taxes and Cross-cutting School Issues
The PHED and GO Committees will meet jointly to review school impact taxes and cross-cutting school issues related to the County’s 2020-2024 Subdivision Staging Policy (SSP), which is based on having sufficient infrastructure to support new development. The Subdivision Staging Policy includes criteria and guidance for the administration of Montgomery County’s Adequate Public Facility Ordinance (APFO), which matches the timing of private development with the availability of public infrastructure. Every four years, recommendations for policy updates reflecting current growth patterns start with the Montgomery Planning Department, before being reviewed and approved by the Montgomery County Planning Board and the Council.
The committees will review recommendations from the Planning Board, County Executive Elrich, the Department of Transportation, Council staff and public hearing testimonies regarding school-related issues that directly affect both the Subdivision Staging Policy and the impact tax law. There also will be future GO Committee meetings on changes limited to development impact taxes and future PHED Committee meetings on changes solely related to the Subdivision Staging Policy.

2020-2024 Subdivision Staging Policy and School Issues
The PHED Committee will review the 2020-2024 Subdivision Staging Policy and school-related policy issues not included in the prior joint GO and PHED Committee meeting. The Annual School Test is used to evaluate the student enrollment impacts of development applications and master plans. Some of the issues that the PHED Committee will review include the Annual School Test guidelines, Annual School Test evaluation levels, the time horizon for the Annual School Test projections and the applicability of the Annual School Test. Another PHED Committee meeting about school-related Subdivision Staging Policy issues is scheduled for October 5.
