Planning, Housing and Economic Development Committee and Government Operations and Fiscal Policy Committee hold virtual meetings on Oct. 9

On the guidance of Health Officer and Chief of Public Health Services Dr. Travis Gayles, there is currently no public access to the Council Office Building. The virtual Council meeting will be streamed live on the Council’s web page via YouTube (MoCoCouncilMD) and on Facebook Live (MontgomeryCountyMdCouncil) and can be watched on County Cable Montgomery on channels 30 (Fios), 1056 (RCN) and 996 (Xfinity).

Topic:

2020-2024 Subdivision Staging Policy and other transportation issues
The PHED Committee will continue its review of the 2020-2024 Subdivision Staging Policy (SSP) and transportation issues that have not been covered in previous committee meetings. The County’s 2020-2024 Subdivision Staging Policy is based on having sufficient infrastructure to support new development. The SSP includes criteria and guidance for the administration of Montgomery County's Adequate Public Facility Ordinance (APFO), which matches the timing of private development with the availability of public infrastructure. Every four years, recommendations for policy updates reflecting current growth patterns start with the Montgomery Planning Department, before being reviewed and approved by the Montgomery County Planning Board and Council.

In this meeting the committee members will discuss redrawing the Medical Center, Takoma Park and Purple Line policy area boundaries to reflect not only the half-mile walksheds, but also to follow street rights-of-way, streams and other easily recognized borders. In addition, the committee will continue its discussion of non-auto-driver mode share (NADMS) goals and issues associated with Local Area Transportation Review.

Topic:

Development Impact Taxes for Schools and Transportation
The GO Committee members will review development impact taxes for public school improvements and exemptions for transportation and school impact taxes that are associated with the 2020-2024 Subdivision Staging Policy. The committee will review recommendations associated with the calculation of school impact taxes, the school impact tax surcharge, the calculation of development impact taxes on new residential housing units, the school impact tax credit for non-capacity improvements and enterprise and opportunity zone exemptions. Another GO Committee meeting is scheduled for October 12 to cover recommendations on the recordation tax and any remaining impact tax issues.
