Government Operations and Fiscal Policy Committee and Joint Planning, Housing and Economic Development and Education and Culture Committees hold virtual meetings on Oct. 28

The following committees will meet virtually on Wednesday, Oct. 28. On the guidance of Health Officer and Chief of Public Health Services Dr. Travis Gayles, there is currently no public access to the Council Office Building. The virtual Council meeting will be streamed live on the Council’s web page via YouTube (MoCoCouncilMD) and on Facebook Live (MontgomeryCountyMdCouncil) and can be watched on County Cable Montgomery on channels 30 (Fios), 1056 (RCN) and 996 (Xfinity).

Bill 13-20, County Property - Disposition - Affordable Housing
The GO Committee will review Bill 13-20, which would require that a county property disposition that is to be used primarily for housing must include a certain number of moderately priced dwelling units (MPDUs). Councilmember Will Jawando is the lead sponsor. The County's property disposition law requires the County Executive to conduct a reuse analysis, including seeking proposals for use by other outside agencies for property before issuing a declaration of no further need for the real property. The law permits the Executive to dispose of real property valued at more than $100,000, as adjusted, without Council approval if the buyer agrees to build at least 30 percent MPDUs or other price restricted affordable dwelling units.

Bill 13-20 would change the 30 percent moderately priced housing exemption from voluntary to mandatory. Any disposition that is used primarily for housing would automatically be required to include at least 30 percent of the dwelling units as MPDUs under County law. The goal of this legislation is to increase the availability of affordable housing in Montgomery County.

Workforce Development Efforts
The PHED and E&C Committees will meet jointly to receive an update on the County’s workforce development efforts. The Committee chairs requested this meeting to discuss the next steps for the County’s workforce development system given that WorkSource Montgomery was beginning a new search for its leader. WorkSource Montgomery’s mission is to meet the talent attraction, development and retention needs of strategic industries in Montgomery County, to meet the needs of underemployed and unemployed residents and to develop career pathways that lead to sustainable wage jobs. The individuals expected to provide information at the meeting include the following: Jerome Fletcher, assistant chief administrative officer, Office of the County Executive; and Leonard Howie, interim CEO, WorkSource Montgomery.
