Resolution designating the County’s Economic Development Corporation
The PHED Committee will review a resolution designating the Montgomery County Economic Development Corporation (MCEDC) as the County’s Economic Development Corporation. MCEDC’s designation as the County’s Economic Development Corporation expires on Jan. 1, 2021. County law allows for the County to designate a nonprofit corporation as the County’s Economic Development Corporation. The designation is for five years and requires the approval of the County Executive. The following individuals are expected to attend the meeting: Robby Brewer, chair, MCEDC Board; Kevin Beverly, vice chair, MCEDC Board; Elana Fine, secretary, MCEDC Board; Carmen Larsen, treasurer, MCEDC Board; Ben Wu, CEO and president, MCEDC; Bill Tompkins, executive vice president and chief operating officer, MCEDC; Brad Stewart, senior vice president of business development, MCEDC; Stacey Hardy, vice president of operations, MCEDC; Kristen O’Keefe, vice president of communications and marketing, MCEDC; Sarah Miller, vice president of strategy, MCEDC; and Tina Benjamin, Office of the County Executive.

Bill 37-19 - Economic Development Fund - Use of Fund and Remedies for Noncompliance
The PHED Committee also will review Bill 37-19, which would require recipients of Economic Development Fund assistance to agree to certain terms and conditions regarding the use and repayment of the assistance. Councilmember Evan Glass is the lead sponsor. Councilmembers Hans Riemer and Will Jawando are cosponsors. Bill 37-19 also would do the following: alter eligibility requirements for the small business innovation research and small business technology transfer matching grants; require the repayment to the County of small business innovation research and small business technology transfer matching grants in certain circumstances; impose remedies related to the provision of false or fraudulent applications and the use of fund assistance for unauthorized purposes; and generally amend the law related to the Economic Development Fund. The goal of this legislation is to increase accountability in the use of grant funds and to expand eligibility for the Small Business Innovation Research and Small Business Technology Transfer Matching Grant Program.
