Public Hearing Notice on a Special Appropriation to the County Government’s FY22 Operating Budget, Guaranteed Income Non-Departmental Account (NDA) – Guaranteed Income Pilot Program to be held Tuesday, Nov. 2, 2021 at 1:30 p.m.

ROCKVILLE, Md., October 27, 2021 - The County Council will hold a public hearing on the Special Appropriation to the County Government’s FY22 Operating Budget, Guaranteed Income Non-Departmental Account (NDA) – Guaranteed Income Pilot Program; $1,993,832 (Source of Funds: General Fund Reserves) on Tuesday, November 2, 2021 at 1:30 p.m.

The lead sponsors of the special appropriation are Councilmember Jawando and Council Vice President Albornoz. The cosponsors are Councilmember Glass, Council President Hucker, Councilmember Rice, Councilmember Riemer and Councilmember Navarro.

The purpose of this special appropriation is to provide the initial funding to implement a Montgomery County Guaranteed Income Pilot Program. The pilot program would enroll 300 households and provide a payment of $800 per month for 24 months. The pilot will be a public-private partnership with a $1 million grant from the Meyer Foundation to support this effort. Guaranteed income is a direct, recurring cash payment to a specific, targeted group of people without strings attached. The purpose of guaranteed income is to alleviate poverty, provide a form of financial stability and give people the ability to make their own choices to improve their economic position.

NOTE: During the Covid-19 state of emergency, the public is not able to be physically present in the Council Hearing Room. Residents who would like to call in to testify at a Council public hearing need to preregister on the Council's web page at https://www.montgomerycountymd.gov/council/calendar.html. Once the public hearing sign up request form is submitted and the public hearing list is created, individuals will receive separate confirmation notifications that include the appropriate phone number to call for the public hearing.

Community members also have the option to provide audio, video and written testimony to the Council using a recently developed online testimony form on the Council's web page which can be found at https://www.montgomerycountymd.gov/COUNCIL/PHSignUp.html. The testimony provided with the online option carries the same weight as testimony given at a public hearing. Councilmembers consider all comments as part of their deliberations.
