“Dr. Davis’ career has been dedicated to improving public health by promoting value-based care and equitable health outcomes for everyone,” said Council President Gabe Albornoz, who chairs the Council’s Health and Human Services Committee. “We are grateful to have an accomplished public health professional with her caliber of experience and commitment to this community poised to lead Montgomery County's health strategies and ensure the health of our community.” 

“I am thrilled that Dr. Davis will be joining the County to serve as our new Health Officer after a vote by the County Council,” said County Executive Marc Elrich. “Her experience and approach to public health is exactly what we were looking for in a health officer. She is committed to improving health outcomes in the County and is up for the challenge of addressing the disparities that exist in many of our communities of color. As a native of Montgomery County, a graduate of Quince Orchard High School and current resident, she is well aware of the community that she will be serving. I am confident that Dr. Davis will continue to enhance our efforts to make access to healthcare and health information more equitable.” 

Dr. Davis is a family physician with over 15 years of experience as a public health professional providing value-based care. She previously served as vice president for health equity at Aledade, the Bethesda-based organization that works with physicians, independent medical practices and health centers to ensure the delivery of high-quality care to patients.  

Prior to that role, she served as a project manager for the Family Medicine for America’s Health project, which focused on transforming the specialty of family medicine to better support healthcare needs. As a Montgomery County native and physician who has served Montgomery County residents, Dr. Davis has distinct knowledge of the needs and challenges of this diverse community.  

Dr. Davis earned her Master of Public Health (MPH) from the Johns Hopkins University Bloomberg School of Public Health and her Doctor of Medicine (MD) from the University of Connecticut School of Medicine. She graduated from Duke University with a B.S. in Biological Anthropology and Anatomy. As a White House Fellow, she served as the special assistant to the Undersecretary for Food and Nutrition Services and led collaboration between the U.S. Department of Agriculture and the U.S. Department of Health and Human Services to strengthen the food and health safety net. 

The health officer is responsible for continuing the County’s efforts on disease control and prevention, eliminating health inequities and promoting county-wide inclusion of health in all policies. As health officer, Dr. Davis will oversee all public health services within Montgomery County and work with the Maryland Department of Health to coordinate disease control and collaborate on state health policies. 

Her appointment will be effective upon confirmation by the Council and the State of Maryland.
