A Virtual Public Hearing Will be Held on the Proposed Disposition of Public Parking Lots 25 and 44 in Bethesda on Thursday, March 14

On Thursday, March 14, starting at 1 p.m., the Montgomery County Department of Transportation (MCDOT) will hold a virtual public hearing to discuss the possible disposition of Public Parking Lot 25 (4707 Highland Avenue) and Public Parking Lot 45 (4704 West Virginia Avenue) located in and managed by the Bethesda Parking Lot District to Lot 25 and 44 Associates, LLC, pursuant to an executed general development agreement. Residents will have an opportunity to provide feedback.

In accordance with County regulation, MCDOT and the Office of Management and Budget conducted a preliminary reuse analysis of Public Parking Lots 25 and 44. It was determined that the property is not identified for reuse in an applicable Master Plan or approved Capital Improvement Project (CIP). 

In October 2020, the County released a Request for Development Proposals for Lots 25 and 44, located in the Bethesda Parking Lot District (PLD). Public Parking Lot 25 is a 60,000-square-foot lot currently improved with a 129-space surface parking lot. Public Parking Lot 44 is a 17,500-square-foot lot currently improved with a 54-space surface parking lot. The Department of Transportation wants to dispose of the existing public parking properties as part of a combined general development agreement with Lot 25 & 44 Associates, LLC (the “Developer”). There are currently 183 parking spaces in Public Parking Lots 25 and 44. In exchange for Public Parking Lot 25, the Developer will provide a new one hundred and forty-five (145) space public parking garage, a one-half (1/2) acre public park, and deeply affordable housing units. In exchange for Public Parking Lot 44, the Developer will provide a seven thousand (7,000) square-foot public park and approximately forty-six (46) residential condominium units, which will include market rate, affordable and deeply affordable units.

Online registration is required by 5 p.m. on Wednesday, March 13 to attend. The day before the public hearing, an email with a Zoom link will be sent to registrants via email. Written testimony carries the same weight as oral testimony. Testimony and information provided will become a matter of public record.
