Montgomery County, with support from its Human Trafficking Prevention Committee, has launched the “Look Before You Book” campaign, a public education and outreach effort designed to help residents identify safe, legal massage services, and recognize warning signs of potential illegal operations. 

Some businesses that appear to offer massage or bodywork services may be operating illegally. These illegal massage businesses might be linked to significant criminal activity, including human trafficking and labor exploitation. 

“I’m pleased with this important collaboration across our departments to carry out thorough, coordinated investigations of illegal acts at bodywork establishments,” said County Executive Marc Elrich. “Addressing ‘bad actor’ establishments requires a community-wide approach. This includes identifying violations, taking enforcement action, and ultimately shutting down unlawful operations. This campaign invites the public to partner with us by reporting activity or conditions that raise concern.” 

There are 46 licensed bodywork establishments currently operating in Montgomery County. 

"I am thankful for the collaborative work of multiple County agencies and for this campaign to educate the public so that consumers can be sure that they are receiving services from a licensed, reputable establishment in a safe, sanitary environment," said County Councilmember Dawn Luedtke.

 Red Flags for Illegal Massage Businesses

 

Since June 2024, Montgomery County has significantly increased enforcement and inspections of massage and bodywork establishments: 

  • The Montgomery County Department of Police's (MCPD) Vice Unit conducted 44 spa inspections. 
  • Police issued 40 civil citations to 25 spas. 
  • Police charged 13 spa owners with felony offenses for aiding and abetting illegal massage operations. 
  • One landlord terminated a commercial lease following enforcement action. 
  • The Montgomery County Department of Health cited two businesses for illegal operations during the licensing process. 
“We take the health and well-being of our community very seriously,” said MCPD Captain John O'Brien. “Our Vice Unit has made it a priority to identify and investigate massage and bodywork establishments to ensure they comply with County and state regulations. When inspections show violations, we act—holding operators accountable, and when appropriate, shutting them down. We also work closely with victim services organizations to ensure employees have access to support and assistance. This work is about protecting public safety and addressing illegal activity in our community.” 

The “Look Before You Book” campaign will begin this month and continue through June. It will include: 

  • Public service announcements on Xfinity/Comcast cable TV stations. 
  • Bus and bus shelter ads. 
  • Social media outreach. 
  • Targeted digital ads. 
  • A new website with information on how to identify licensed massage establishments. 
The campaign encourages residents to choose licensed massage providers and to report suspected illegal activity. Tips can be submitted anonymously through the MCPD tip line at 240-773-TIPS (8477) or 866-411-TIPS (8477). 

Public participation is a critical part of the County’s effort to prevent potential human trafficking, protect workers, and keep communities safe.
