Montgomery County has opened a new, ongoing solicitation for organizations to run “Business Cohort Training Programs.” These programs help local entrepreneurs, businesses, and nonprofits build skills and grow.

This process allows qualified providers to apply at any time. Those meeting clear, objective criteria will receive contracts, and work will be assigned on a rotating basis. The goal: a fair, transparent, and predictable way to participate.
Through this approach, the County is creating a network of training partners who can deliver targeted programs that strengthen operations, improve financial management, support sustainable growth, and help small businesses and nonprofits compete for new opportunities.
“Too often, smaller organizations miss opportunities because the procurement process can feel complicated or closed off,” said County Executive Marc Elrich. “This model opens the door. If you meet the qualifications, you can get in line to participate. That creates fairness, but it also builds local capacity. When our entrepreneurs and nonprofit leaders are stronger, our entire economy is stronger. We want more businesses starting here, growing here, and staying here in the County.”
