For Immediate Release: Monday, April 26, 2004

In the wake of several recent incidents of newborn baby abandonment, Montgomery County Child Welfare Services officials remind residents that the Maryland Safe Haven Law (COMAR 07.02.27.01) provides an alternative to abandoning an unwanted newborn.

The law permits the birth mother or a responsible adult to take an unharmed newborn to a local hospital, Montgomery County or Maryland State police station, within 72 hours (three days) of the baby’s birth without fear of criminal prosecution or civil liabilities.

“Not all women who get pregnant are ready to raise a child,” said Agnes Leshner, manager of Child Welfare Services, in the County’s Department of Health and Human Services. “The Safe Haven Law provides an alternative to abandoning a newborn infant.”

The mother or adult leaving the baby with authorities is not required to provide any information, although basic medical information about the child is helpful. If necessary, medical care will be provided and the child will be placed in a licensed foster home and the legal process of adoption will begin.

For more information, call Child Welfare Services at 240-777-4417. All calls are confidential.
