Housing Opportunities Commission Employee Arrested for Theft of Government Funds

On June 5, the Community Service Officer for the 4th District responded to the Montgomery County Housing Opportunities Commission (HOC) for the report of theft of government funds by an employee.

Investigation revealed that the Montgomery County Department of Health and Human Services has a contract with the HOC to provide nutrition site management at facilities as part of Health and Human Services' senior nutrition program.  Part of the program includes providing meals to seniors at facilities, to include the Forest Oak Towers Apartment in Gaithersburg.  The program accepts contributions from residents it serves to off-set costs of the program.

Further investigation indicated that Kunthea Lun, employed by the HOC, was responsible for collecting cash contributions from the Forest Oak Towers residents and depositing the funds into a government account.  Between April 1 and May 21, HOC supervisors noticed that Lun had not deposited any funds from residents into the account.  Shortly after May 21, Lun stopped coming to work and was not heard from again by her employer.  It was determined that Lun had collected approximately $388.00 from the Forest Oak Towers residents but never deposited the funds.

On June 11, Kunthea Lun, age 29, of the 8700 block of Carroll Avenue in Silver Spring, was arrested on the strength of an arrest warrant and charged with theft under $1,000 and fraudulent misappropriation .  Lun admitted to police that she had taken the money.
