Update: Suspect in 2010 Briggs Chaney Homicide Arrested

For Immediate Release: Tuesday, March 26, 2013

On August 21, 2010, at approximately 12:45 a.m., Julian Kelly, age 27, of the 14000 block of Castle Boulevard was assaulted by a group of males subjects and shot by one of them.  He succumbed to his injuries on September 4, 2010.  Through the course of the investigation, four suspects were identified, Shamire Moore, Charles Baxter, Khalil Fields, and Tyshon Jones.  Moore, Baxter, and Fields were arrested and charged with first-degree murder, the use of a firearm in the commission of a felony, and armed robbery in late August 2010.

Through further investigation, Jones was identified as the shooter, and a warrant was issued for him on September 7, 2010.  Jones had escaped apprehension since that date.

On March 24, 2013, Jones was arrested in Knoxville, TN on assault and disorderly conduct charges.  During processing, it was determined that a warrant existed for Jones.  A detainer has been placed by MCPD for Jones, and he will be returned to Montgomery County on a date to be determined during pending extradition hearings.

Update:  Family Members Speak in Julian Kelly Homicide Case; Reward Increased to $5,000

Detectives from the Montgomery County Police - Major Crimes Division, Homicide/Sex Section continue to investigate the homicide of 27-year-old Julian Kelly that occurred in the 14000 block of Castle Boulevard on August 21, 2010.

It was on August 21, 2010 at approximately 12:45 a.m. that officers from the 3^rd District responded to the 14000 block of Castle Boulevard in Silver Spring for the report of shots fired.  Upon arrival, officers found Julian Kelly suffering from a gunshot wound.  Kelly succumbed to his injuries on September 4^th, 2010.

Through the course of the investigation, four individuals were developed as suspects.  Three of the individuals have been arrested and charged with first-degree murder, the use of a firearm in the commission of a felony, and armed robbery.  Detectives also obtained an arrest warrant for the fourth suspect in this crime, Tyshon Lateek Jones.  Jones’ whereabouts remain unknown at this time, and police and family are asking the public for assistance in locating him.

Today, the Montgomery County Police Department in conjunction with Crime Solvers of Montgomery County announced an increased award amount of up to $5000 for any information leading to the arrest of Tyshon Jones.

Lieutenant Robert Bolesta, Deputy Director of the Major Crimes Division, explained that detectives have recently received information that Jones may be living in or frequenting the area of Castle Boulevard.  He announced the launch of a media campaign intended to solicit information regarding the exact whereabouts of Jones.  This campaign will include sign boards placed at strategic locations in and around the area in which the homicide occurred.  Wanted posters and fliers featuring Jones will be distributed in and around the Castle Boulevard area of Silver Spring.  Additionally, the Montgomery County Police Department will be participating in several overt and covert operations intended to garner information about the possible location of Jones.

Julian Kelly’s sister, Keisha Kelly, also spoke to the media regarding the loss of her brother and pleaded for the public’s assistance in locating Jones.

Update:  Three Arrested in Briggs Chaney Homicide; Fourth Suspect Sought

Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section have been investigating the shooting of a 27-year-old man that occurred on August 21^st in the Briggs Chaney area of Silver Spring.  The victim, Julian Kelly, of the 14000 block of Castle Boulevard, was approached by a group of unknown black males who physically assaulted and shot him.  He was transported to an area hospital where he remained in critical condition until he succumbed to his injuries on September 4^th.

Through the course of the investigation, four individuals were developed as suspects.  Shamire Moore, 19-years-old, of the 5500 block of Karen Elaine Drive in New Carrollton was arrested on August 30^th.  Two other suspects, who reside in the Briggs Chaney area, were arrested on August 31^st.  They have been identified as Khalil Rasheed Fields, 14-years-old, of the 3900 block of Blackburn Lane and Charles Edward Baxter, 23-years-old, of the 3500 block of Gentry Ridge Court.  Each has been charged with attempted first-degree murder, the use of a firearm in the commission of a felony, and armed robbery. As a result of Julian Kelly’s death, these three have now been charged with first-degree murder.

Detectives have obtained an arrest warrant for the fourth suspect in this crime.  He is Tyshon Lateek Jones, 18-years-old, with a last known address of the 100 block of Raphael Court in Martinsburg, West Virginia.  The charges outlined in the warrant are first-degree murder, armed robbery, and the use of a handgun in the commission of a felony.  Jones’ whereabouts are unknown at this time and detectives are asking the public for assistance in locating him.

Attempted Homicide in Silver Spring

Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section are investigating the shooting of a 27-year-old male that occurred over the weekend in Silver Spring.

At approximately 12:45 a.m. on Saturday, August 21, officers from the 3^rd District responded to the 14000 block of Castle Boulevard in Silver Spring for the report of shots fired. Upon arrival officers found an adult male victim suffering from an apparent gunshot wound.  He was transported to an area hospital where he remains in critical condition.

The preliminary investigation revealed that the victim was walking in the area of the 14000 block of Castle Boulevard when he was approached by a group of unknown black males.  The victim was physically assaulted and shot.  The suspects then fled from the scene.

The suspects are described only as black males, in their 20’s.  One suspect is described as a light-skinned black male and another suspect is described as a dark-skinned black male.
