Police Arrest Carjacking Suspect

Last night at approximately 10:00 p.m., Police Community Action Team (PCAT) officers were patrolling the area of New Hampshire Avenue and Colesville Road (Route 29) and performed a registration check on a Honda Accord.  The check revealed that the registration tags had been reported stolen.  Officers observed the Honda travel north on Route 29, crossing the solid double line and crossing the shoulder line numerous times.  As the vehicle exited onto Randolph Road, officers initiated a traffic stop.  The Honda failed to stop, drove on the lower part of the jersey wall, and continued westbound on Randolph Road.  Officers believed that the driver was driving under the influence of drugs and/or alcohol.  There was also a passenger in the vehicle.

At the intersection of Randolph Road and Veirs Mill Road, the Honda  struck the curb.  The car continued slowly towards Rockville with two flat tires.  When the Honda reached Loehmann's Plaza Shopping Center (located in the 5200 block of Randolph Rd), it traveled over the curb and continued through the parking lot.  At the end of the lot, the Honda jumped the curb and started to travel east on Randolph Road.  The driver, later identified as GLENN  VINCENT RHODES, age 34, of an unconfirmed address, then bailed out of the vehicle and approached a Mazda Protege stopped in traffic on Randolph Road at Parklawn Drive.  RHODES then entered the open, driver's side window of the vehicle and attempted to push the driver of the Mazda out of the car.  Officers removed RHODES from the vehicle and placed him in custody.  RHODES stated that he was high on crystal methamphetamine.

Two officers received minor injuries while attempting to remove RHODES from the Mazda.  The 22-year-old male driver of the Mazda received minor injuries.  No one was transported to the hospital.

RHODES was transported to the Central Processing Unit and charged with crimes to include attempted carjacking, four counts of first degree assault, resisting arrest, and approximately thirty traffic violations.  The front seat passenger of the Honda, JESSICA ALLEN, age 23, of the 3800 block of Twin Oaks Road in Edgewater, was found to be in possession of Oxycodone and was charged with possession of a controlled dangerous substance-not marijuana.
