Alcohol Related Enforcement at Clyde's-Tower Oaks Lodge in Rockville

For Immediate Release: Thursday, August 14, 2014

On Monday, August 11, into the morning hours of Tuesday, August 12, officers from the Montgomery County Police Department- Alcohol Initiatives Section and an inspector from the Department of Liquor Control monitored Clyde's-Tower Oaks Lodge restaurant and bar located at 2 Preserve Parkway in Rockville for alcohol violations.  Plain clothes officers monitored activity inside and outside of the restaurant.

This joint operation was in response to community complaints and police calls for service at that location.  Complaints and calls included the occurrence of underage drinking in the restaurant, assaults, over service of patrons, and intoxicated patrons driving vehicles after exiting the restaurant.  These violations and their possible negative consequences, which not only effect patrons but the public in general, were of concern to the Police Department and the Department of Liquor Control.  Officers noted that the police calls for service seemed to coincide with on-going drink specials on Monday evenings at the restaurant.

From approximately 10:00 p.m. on Monday, August 11 until 3:00 a.m. on August 12, officers observed and cited the following activity at Clyde's - Tower Oaks Lodge:

• 7 civil citations issued for possession of fictitious identification.  All 7 patrons were under 21.

• 5 civil citations issued for possession of alcohol under 21.  All 5 patrons were drinking inside the establishment and all had a Blood Alcohol Content (BAC) over 0.10.

• 5 DUI arrests of patrons that stated they had been drinking at Clyde's-Tower Oaks Lodge.  Blood Alcohol Contents ranged from .09 to .22 (The legal limit in Maryland is .08).

An inspector from the Department of Liquor Control (DLC) made the following observations and will conduct a follow-up investigation regarding possible violations after consulting with DLC management:

• Patron over service- A patron was observed stumbling and was unsteady on her feet.  She required the assistance of other people to walk.  She had a blood alcohol concentration (BAC) of .23.

• Employee records unavailable for routine inspection

• Alcohol sales to minors

The Police Department and Department of Liquor Control will continue to coordinate education and enforcement of alcohol-related laws.
