Detectives Seek Additional Victims in Sex Offense Investigation

Detectives from the Montgomery County Police Department-Special Victims Investigations Division have been investigating the allegations of sexual offenses involving a former aikido karate teacher and several of his former students.

On January 29, 2015, Jorge Raul Allica, also known as George Paul Allica, age 56, of the 3700 block of 13th Street NE in Washington D.C., was arrested by detectives from the Montgomery County Police Special Victims Investigations Division and charged with multiple counts of sexual offenses.

The investigation began on September 18, 2014, when it was learned that a former aikido karate student of Allica’s at the Aikido Dojo of Washington, D.C., was repeatedly victimized between the years of 1984 - 1994. Investigation revealed that Allica engaged in inappropriate sexual contact with the male victim who was a minor for most of the time period. Allica tutored and coached the victim in another sport and an academic subject as well. The incidents occurred at Allica’s residence, then in the 8600 block of Flower Avenue in Silver Spring as well as the victim’s previous Chevy chase residence.

During this investigation, an additional, potential victim was identified and detectives believe that there could be more victims who have not come forward.

Allica was an instructor at the Aikido Shobuken Dojo of Washington, D.C. on Butternut Street NW Washington, D.C. between 1983 through 1994. He also taught classes as a teacher at Andrew Jackson Middle School in Prince George’s County Public Schools  between 1989 through 1991.  For the last approximately 15 years, Allica has been employed as a landscaper.
