Detectives Charge Man with Human Trafficking and Prostitution Offenses

Detectives from the Montgomery County Police Department – Vice and Intelligence Section have arrested Armand Theinkue Donfack, age 35, of the 19900 block of Choctaw Court in Germantown, for operating a business of prostitution and human trafficking.

On July 7, detectives began an investigation into possible prostitution activity after receiving information about escort advertisements being posted on the Internet. Detectives e-mailed the advertised contact and arranged to meet a female escort at a hotel in the Milestone area of Germantown on July 8. That evening, detectives arrived at the hotel at the meeting time and observed a male, later identified as Donfack, arrive at the hotel. Donfack entered the lobby and exited a short time later, leaving in a vehicle. A female then exited the hotel and approached a plainclothes officer. The detective identified herself to the escort as an officer and asked her about her activities at the hotel. The female identified her “boss” as Donfack and stated to detectives that he took 60% of her weekly prostitution earnings. Detectives confirmed that Donfack paid for a room at the hotel on a regular basis. The female stated that she came to the United States to work as an escort.

Through investigation, detectives believe that Donfack advertised his escort business on French websites.

Donfack was arrested at his home on August 3 and was charged with two counts of human trafficking, one count of operating a business for prostitution, and two counts of prostitution. Donfack was released after posting a $10,000 bond.
