Step-Mother Charged with Child Abuse

Detectives from the Montgomery County Police Department - Special Victims Investigations Division have arrested Aldercy Lugo-De Fuentes, age 30, of the 100 block of Colony Road in Silver Spring, for child abuse of her four-year-old step-daughter.

On August 26, detectives responded to Children’s National Medical Center in Washington D.C. after a 4-year-old female victim was taken to the hospital in critical condition after becoming unresponsive at her home.

Lugo-Defuentes told detectives that at approximately 8:00 a.m. the victim had become “woozy, vomited and lost consciousness”. Detectives noticed multiple bruises all over the victim’s body to include bruises in different stages of healing on the victim’s face, head, chest, back and collar bone area. A medical report indicated that the victim suffered a severe laceration to her liver which caused significant internal bleeding. She also had numerous rib fractures, pelvic fractures and a sacral fracture, all in various stages of healing.

Detectives spoke with Lugo-De Fuentes and she provided conflicting statements as to how the victim’s injuries occurred. Detectives then spoke with an older female sibling in the home and she told detectives that on a recent evening she could hear “whipping” sounds and knew that her step-sister was being hit with a belt. The step-sister told detectives that the victim was crying and asking to stop being hit.

Detectives spoke with Lugo-De Fuentes again and she told detectives that she hit the victim with a belt on several occasions as well as once with a shoe. Lugo De Fuentes also said she pushed the victim into walls and into an elliptical machine in the home. She further told detectives she would slap the victim’s face, smack her in her ears, and squeeze her arms.

Lugo-De Fuentes was arrested on September 2 and charged with one count of first-degree child abuse, one count of second-degree child abuse and two counts of assault charges. Lugo-De Fuentes is currently being held on a $250,000 bond.
