Juvenile Charged as Adult after Assaulting Officers

Officers from the Montgomery County Police 1st District have arrested and charged Michael Ha, age 17, of the 14000 block of Welland Terrace in North Potomac, with assault and disorderly conduct for assaulting three officers who were investigating his erratic behavior on a public street. Ha has been charged as an adult.

On September 21 at approximately 11:52 p.m., 1st District officers responded to the 9900 block of Juniper Hill Road in Rockville to assist Fire and Rescue personnel for a call for a possible overdose. Fire and Rescue personnel advised that Ha was hitting his head against a wall and that he was attempting to climb on the Fire and Rescue vehicles.

When the first officer arrived at the scene, he observed Ha, unclothed lying on the street in the intersection of Willow Tree Road and Juniper Hill Drive. As the officer approached, Ha stood up and struck the officer in the face. Ha fled on Willow Tree Drive when other officers arrived at the scene. Three responding officers located Ha on Willow Tree Drive and attempted to subdue him. Ha hit another officer in the jaw and bit another officer on the finger. The officer believed that Ha was attempting to bite his finger off. An assisting officer deployed a taser and was able to take Ha in custody. The three officers who were assaulted by Ha were taken to a local hospital for treatment of the injuries. Investigation indicates that Ha was exhibiting drug-induced excited delirium.

Ha was released from the hospital and transported to the Central Processing Unit where he was charged as an adult with one count of first degree assault, one count of second degree assault on a law enforcement officer, three counts of second degree assault, and one count of disorderly conduct. Ha was released after posting a $30,000 bond.
