On August 14, 2014, at approximately 10:05 a.m., officers from the 6th District responded to an armed robbery in progress at Sweeney Building Services located at 18931 Premier Court in Gaithersburg. The investigation revealed that two suspects entered the business armed with a handgun and a taser. The suspects obtained approximately $37,000 in cash and fled from the business.
On November 6, 2014, at approximately 12:59 p.m., officers from the 6th District responded to an armed robbery with the sound of shots fired at the Sweeney Building Services on Premier Court. Officers responding to the Sweeney Building Services located a 65-year-old male and a 75-year-old female who had both been shot. The victims were transported to local hospitals with non-life-threatening injuries. The glass door to the business, that had been reported as locked at the time of the robbery, had been shot out by the suspects. The suspects fled from the scene in a vehicle without obtaining any cash. A witness followed the suspect’s vehicle as it left the area and provided detectives with the vehicle’s Maryland license plate.
Numerous detectives from various sections of the police department collectively investigated this armed robbery and attempted murder case. Investigators researched many leads and tips and identified the following individuals as suspects involved in the armed robberies and the attempted murder of the two employees of Sweeney Building Services:
• Kervon Noel, age 33, was an employee of Sweeney Building Services and was familiar with the operation of the business. Detectives learned that Noel told Rupert Stamps (see below) about the business practices and that Noel was a part of the planning process of the August 14, 2014 robbery. Detectives obtained an arrest warrant for Noel, charging him with armed robbery and conspiracy to commit armed robbery. Noel fled from Maryland to the country of Trinidad and is currently wanted by the Montgomery County Police Department.
• Regina Mitchell, age 60, was identified as the driver of the vehicle used to flee from both robberies. On January 9, 2015, Mitchell pled guilty to conspiracy to commit first-degree attempted murder and conspiracy to commit armed robbery. On October 13, 2015, she was sentenced to nine months in prison.
• Michael Robb, age 37, was identified as participating in both armed robberies. On August 21, 2015, a Montgomery County Circuit Court jury found Robb guilty of two counts of armed robbery, two counts of conspiracy to commit armed robbery, and two counts of attempted second-degree murder. On October 21, 2015, Robb was sentenced to 70 years in prison.
• Rupert Stamps, age 51, was not present at either robbery but was determined to have participated in the planning of the robberies. On August 21, 2015, a Montgomery County Circuit Court jury found Stamps guilty of two counts of conspiracy to commit armed robbery. On November 25, 2015, Stamps was sentenced to 70 years in prison.
• Hazlee Narce, age, 48, was involved in both robberies and shot the two employees during the November 6, 2014 robbery. On January 29, 2015, Narce pled guilty to two counts of attempted second-degree murder. On January 11, 2016, he was sentenced to 60 years in prison.
