MCP Detective Observes Police Impersonator While Driving; Suspect Arrested

4th District officers from the Montgomery County Police Department have charged John Vincent Angelini, age 51, of the 8300 block of Bear Creek Drive in Baltimore, with impersonating a police officer following a September 28 traffic stop on the Intercounty Connector (ICC) near the Layhill Road exit.

On Wednesday, September 28 at approximately 8:15 p.m., a Montgomery County Police detective was operating an unmarked Montgomery County Police vehicle eastbound on the ICC near Georgia Avenue. The detective observed a Ford Crown Victoria that appeared to be an unmarked police vehicle, traveling alongside him. The driver of the Crown Victoria positioned his vehicle behind the detective’s vehicle and activated a siren. The detective believed that the vehicle behind him was now attempting to pull him over. After activating the siren, the driver of the Crown Victoria abruptly changed lanes and accelerated his vehicle past the detective’s car. The detective activated his vehicle’s emergency equipment and conducted a traffic stop on the driver of the Crown Victoria on eastbound ICC near Layhill Road.

After stopping the Crown Victoria, the detective approached the vehicle. On the exterior of the car, the detective observed red and blue grill lights, a push bumper, and multiple antennas. The detective also observed that the interior of the vehicle replicated a police car and contained items that included a center console with radio microphone, emergency lights and switches, a camera affixed to the windshield, siren, Stop Sticks, and flex cuffs. The detective determined that the driver, Angelini, was not a police officer and placed him under arrest.

Angelini was transported to the Central Processing Unit where he was charged with one count of impersonating a police officer. He was released after posting a $2,500 bond.
