After-School Program Counselor Charged with Sexual Offenses

Detectives from the Montgomery County Police Special Victims Investigations Division (SVID) were notified by Child Protective Services on October 31, that a counselor in a privately-run after-school program in Rockville had been reported for inappropriate touching of a 5-year-old girl.

The incidents of abuse occurred between August 29 and October 31, 2016, while the victim was enrolled in the “Kids After Hours” program at Flower Valley Elementary School located at 4615 Sunflower Drive in Rockville. The program is not administered by Montgomery County Public Schools.

Through the course of the investigation, it was learned that the victim had been touched inappropriately more than once by a particular counselor, while playing the game of tag. The incidents occurred on the playground and inside the school.

Today (November 10), Raul Alejandro Ramos, age 21, of the 2900 block of Hewitt Avenue in Silver Spring, was arrested and charged with sexual abuse of a minor, and three counts of third-degree sexual offense. Bond information is not yet available.
