Officers from the Montgomery County Police Department have arrested and charged Steven M. Tosi, age 53, of California, with criminal charges related to the possession and trafficking of approximately 250 pounds of marijuana.

On December 5 at approximately 2:19 p.m., a Montgomery County Police Officer assigned to the 5th District's Community Action Team (DCAT) was conducting speed enforcement using a laser on southbound Interstate 270 in the median just north of the Clarksburg Road exit. The officer's laser indicated that a southbound Chrysler Town & Country van was traveling at 66 miles per hour (MPH) in a 55 MPH zone. The officer initiated a traffic stop on the van on southbound Interstate 270 at the Clarksburg Road exit. The officer approached the vehicle and identified the driver and sole occupant of the vehicle as Tosi. The officer could smell an odor of fresh marijuana emanating from the vehicle. When the officer asked Tosi about the smell, Tosi stated that he was smoking marijuana inside the vehicle and that there was a joint inside.

Officers conducted a probable cause search of the vehicle and located approximately 250 pounds of marijuana. The marijuana was vacuum sealed in various bundles. Officers also located a small amount of marijuana in a backpack on the front passenger seat and a marijuana joint on top of the front center armrest. The vehicle Tosi was driving was determined to be a rental vehicle.

Tosi was placed under arrest. During questioning, Tosi stated that he had picked up the marijuana in Pittsburgh, Pennsylvania and intended on delivering the drug to Virginia Beach, Virginia. Tosi was transported to the Central Processing Unit and is being held without bond.
