Detectives Warn of Police Impersonator; Determining if There Are Other Victims

For Immediate Release: Tuesday, June 20, 2017

On Monday, June 12, 6th District police officers arrested an individual for impersonating a police officer after he activated emergency lights on his vehicle, in an effort to make other drivers get out of his way. Information is now being gathered by detectives to determine if he had any personal encounters with the public where he presented himself as a legitimate member of a law enforcement agency.

At approximately 4 p.m. on June 12, 4th District Police Commander Laura Lanham was driving her unmarked police vehicle on the Intercounty Connector (ICC, MD200) in a westbound direction just past Georgia Avenue.

She observed a white Ford Crown Victoria activating its emergency white and red lights and vehicles in the roadway, moving out of its way. The commander noted that the vehicle was traveling at a high rate of speed and was making unsafe lane changes.

Commander Lanham conducted a traffic stop of the vehicle at Muncaster Mill Road and Shady Grove Road. As she approached the driver, he presented a metal badge and “Special Agent” Identification.

Based on the on-scene investigation, the driver, Philip Jonathan Ross, age 19, from Old Hundred Road in Dickerson, Maryland, was arrested and charged with impersonating a police officer and traffic citations pertinent to his driving offenses.

Detectives want to determine if anyone has had a personal encounter with Ross presenting himself as a member of law enforcement. Anyone who believes that they may have had an encounter with the impersonator is asked to call the 6th District Investigative Section at 240-773-5770.                                            # # #
