Detectives Charge Four Suspects in 1994 Shooting

For Immediate Release: Wednesday, October 4, 2017

Detectives from the Montgomery County Police Department - Major Crimes Division have charged Phuoc V. Phan, age 43, of an unconfirmed address, Hiey Hieu Vo, age 42, of the 8900 block of Albert Stewart Lane in Silver Spring, Nhan V. Bui, age 44, of an unconfirmed address, and Kha Ngoc Do, age 43, of the 13100 block of Tamarack Road in Silver Spring, with the attempted murder and conspiracy to commit murder of three victims during a shooting which occurred on June 21, 1994 in the 8500 block of Piney Branch Road in Silver Spring.  Phan and Do are currently incarcerated in the Montgomery County Detention Center on these charges.  Bui is currently serving a sentence in the Federal Correctional Institution. Petersburg Low facility in Petersburg Virginia.

Phan, Vo, Bui, and Do were associated with the criminal street gang “So Koh”.  This gang was active in Maryland during the 1990’s.  Several members of the “So Koh” street gang are persons of interest in the January 12, 1997 homicides of Hiek Chung and Chai Tan.  Chung and Tan’s murders occurred in the King’s Kitchen Chinese Carryout located at 9224 Warren Street in Silver Spring.
