Update: Suspect Arrested for Inappropriate Touching of Child at Rockville Memorial Library

Detectives from the Montgomery County Police Department – Special Victims Investigations Division (SVID) have arrested and charged Keelan M. Sternklar, age 26, of an unconfirmed address, for committing a third-degree sexual offense and second-degree assault against a five-year-old female on December 15 at the Rockville Memorial Library located at 21 Maryland Avenue.

On Saturday, December 15, at approximately 6:00 p.m., Rockville City Police officers responded to the Rockville Memorial Library for the report of a suspect who had pulled down the victim’s pants and inappropriately touched her while she was in the children’s section of the library. 

During the investigation, surveillance photographs of a person of interest were disseminated to law enforcement personnel within Montgomery County and then released to the media and public. 

On Thursday, December 20, at approximately 6:00 p.m., a Rockville City Police officer observed a male inside a coffee shop in Rockville (located approximately one block from the Rockville Memorial Library) who looked like the person of interest in this investigation.

At approximately 11:30 p.m., MCP officers arrested the male at a homeless shelter facility located at 16911 Crabbs Branch Way in Derwood and identified him as Sternklar.  During an interview with detectives, Sternklar stated that he was in the library during the time that the sexual offense occurred.

Sternklar was transported to the Central Processing Unit for processing.  Bond information is not yet available.
