Update: Suspect Identified and Charged in Germantown Package Thefts

Detectives from the 5th District - Patrol Investigations Unit have charged William J. Foster III, age 47, of Kitchen House Court in Germantown, with the theft of packages from the front porch of three homes located on Wheatridge Drive in Germantown.  The total value of stolen items in the packages was over $650.

During the investigation, the Police Department released home security video of the unknown suspect to the media and public, and received multiple tips that led to the identification of the suspect as Foster.  Foster has been charged with three counts of theft for committing the following crimes:

  • On December 4 at approximately 4:50 p.m. 17900 block of Wheatridge Drive. Suspect approached the front door, looked at delivered packages, and left. Suspect then returned to the home approximately 15 minutes later and took the three packages.
  • On December 4 at approximately 5:22 p.m. 18000 block of Wheatridge Drive. Suspect stole two packages from the front porch of the home.  Suspect was seen leaving in a dark color four-door vehicle.
  • On December 4 between 5:00 p.m. and 7:00 p.m. 18000 block of Wheatridge Drive.  Suspect stole two packages from the front porch of the home.
Investigators have determined that Foster committed a fourth package theft in the same neighborhood on the same day, but the victim has not reported the crime to the Police Department.  A home surveillance video of Foster committing the theft was uploaded to a neighborhood sharing website but detectives have been unable to identify the victim.  Detectives ask that this victim call them at 240-773-6263.
